As I am trying to follow up with the conflict between Cambodia and Thailand, this is an endless battle ground. It ranges for verbal to domestic dispute and now international. On Sunday August 8th, 2010 PM Hun Sen has sent a letter to the president of the UN General Assembly (Ali Abdussalam Treki) and security Council (Vitaly Churkin) to de cry claims that Thailand is ready abrogate ruling on the border between the two countries. Here are some of the quotes that I take out of the Nation Newspaper quoting Thai PM (Abhisit Vejjajiva) said on a three hours National Televise on Sunday.
"In violating the judgment of the International Court of Justice, Thailand currently maintains its soldiers in the Keo Sikkhakiri Svara pagoda of Cambodia, situated only about 300 metres from the Temple of Preah Vihear, well inside Cambodian territory," Hun Sen wrote. By threatening to use military force, Thailand "flagrantly violates" the UN Charter, he added.
In Bangkok, Abhisit said the 2000 agreement had nothing to do with the 4.6-square-kilometre area claimed by Thailand even though the heritage site was lost under the World Court ruling of 1962.
"The temple's surrounding area is definitely in Thailand and not classified as an overlapping zone as commonly understood," he said
But critics saw the debate as a stage to bash Samak Sundara-vej's administration without any fresh information forthcoming that could help break the border impasse over the temple.
The roundtable took place amid concerns the 2000 memorandum of understanding might end up causing Thailand to surrender terrain and that Suwit might have made a wrong decision at the recent World Heritage Committee meeting in Brasilia
"I deem it inappropriate to discuss the options in public and should the use of force be unavoidable, it would be the last option," he said in reference to the PAD's call to repel the Cambodians settling in the area.
Thailand would have to explain their stance to the UN about using force to secure the dispute area.
On Monday, Thai Foreign Minister Officials and legal experts are meeting to outline letter to be sent to the UN to explain to the UN about the matter and to defend their national televise comment.
"The letter would comprise three parts. The first part will explain the legal matters that Cambodia mentioned, the second part about the invasion into our territory while the third would be an assurance that we would handle the matter with peaceful means and according to the laws," Panithan said. Some civic networks in Thailand demanded that the government cancelled a joint Memorandum of Understanding on the bilateral border demarcation signed in 2000. Prime Minister Abhisit Vejjajiva insisted that the MOU had nothing to do with the boundary demarcation.
On Monday, Deputy Prime Minister Suthep Thaugsuban denied that Thai troops had encroached on Cambodian territory as alleged by Phnom Penh. He admitted that Thai troops had been deployed to defend Thai territory along the border but the troops had not encroached upon Cambodian territory. Suthep said Cambodia had its rights to deploy troops to be on alert along the borderline as long as the troops would not encroach on Thai soil.
Cambodian government has accusing Thailand to revoking the 2000 MoU and using force on the UN charter territory. Based on the news and the opposition party point of view Abhisit administration really practices a double standard policy within his own government. By having a debate on a national television attempting to explain his position, it really hurt rather than help his administration. Cambodia government has fencing off the territory and Thailand government is trying to poking and inflaming more issues within their own government and aboard. There are a lot of unanswered questions that both of countries have not put out to public. Both countries claim victory from the WHC meet in Brazil, but there is no solid evident that indicate otherwise from the WHC or a minute meeting from WHC.
